How to Become a Remote Online Notary in Delaware

Effective August 1, 2023, Delaware Notaries can register to perform remote online notarizations (RONs). If you’re ready to expand your Notary services and work with clients remotely, follow this step-by-step guide to become a DE remote Notary.


Step 1: Become a Traditional Delaware Notary Public

Before performing remote notarizations, you must hold an active Delaware Notary Public commission. Requirements include:

  • Be at least 18 years old

  • Be a U.S. citizen with legal residence in Delaware, or employed in Delaware

  • Be able to read and write in English

  • Have no recent felony convictions (unless rights are restored)

Step 2: Request Remote Online Notary Authorization

Log into your Notary Profile account on the Delaware Department of State website. Indicate your interest in remote notarization, choose a state-approved RON technology provider, and the State will notify the vendor. Work with the vendor to complete setup and payment.

If you are a first-time applicant, indicate your interest in RON during your Notary application process.


Step 3: Required Technology and Supplies

To perform RONs, you’ll need:

  • Computer, webcam, microphone, and secure internet connection

  • RON provider services from a state-approved list

  • Electronic journal, electronic seal, and digital certificate containing your signature

These items ensure compliance with Delaware RON rules.


Step 4: Surety Bond & Insurance

  • Surety bond: Not required for RONs

  • E&O insurance: Not required, but recommended to protect against accidental errors


Step 5: How Remote Online Notarizations Work

During a Delaware RON session:

  1. Verify the signer’s identity via:

    • Personal knowledge

    • Credible witness oath or affirmation

    • At least two types of identity proofing

  2. Confirm awareness and willingness of the signer

  3. Signer applies electronic signature

  4. Notary attaches digital certificate and electronic seal

  5. Journal entry and audio-visual recording complete the notarization

Delaware Notaries must be physically located in Delaware, but signers can be anywhere.


Step 6: Notarial Acts Permitted Online

Delaware remote Notaries may perform:

  • Acknowledgments for individuals or representatives

  • Verification upon oath or affirmation

  • Witnessing or attesting signatures

  • Certifying a copy of a record


Step 7: Fees, Timeline & Duration

  • Cost to become a remote Notary: $100–$200 (depends on technology provider and supplies)

  • Maximum fee per notarization: $25

  • Timeline: Up to 6 weeks if applying for a new Notary commission; much faster for current Notaries

  • Commission duration: Concurrent with your traditional Notary Public commission
